停戦・和平交渉に向けての中国の役割

王毅（おう・き）中国共産党中央外事工作委員会弁公室主任は、外務大臣の頃から、ウクライナ側の要請に基づいてクレバ外相と会談を行ってきた。２０２２年４月４日には電話会談（Wang Yi Speaks with Ukrainian Foreign Minister Dmytro Kuleba on the Phone (mfa.gov.cn)）、同年９月２２日には対面会談（Dmytro Kuleba met with State Councilor, Foreign Minister of the People's Republic of China Wang Yi | Ministry of Foreign Affairs of Ukraine (mfa.gov.ua)）さらに２０２３年２月１８日にもミュンヘンでの安全保障会議の機会に対面会談（Wang Yi Meets with Ukrainian Foreign Minister Dmytro Kuleba (china-embassy.gov.cn)　　Dmytro Kuleba had a meeting with State Councilor Wang Yi | Ministry of Foreign Affairs of Ukraine (mfa.gov.ua)）を、それぞれ行っている。

中国の立場は昨年の電話会談の場で明示されている。

On the Ukraine issue, China does not seek geopolitical self-interest, nor does China have the mentality of watching the fire from a safe distance, still less do anything that adds fuel to the fire. 先日（２月１８日）の会談でも同様の立場が堅持されている。

China has always been standing on the side of peace and dialogue, and insisted on promoting peace talks. Global Times（環球時報英字紙）は先日の会談についてやや踏み込んだ解説を行っている。

専門家（Zhang Hong）の解説として、

１．中国はロシア側とのみコンタクトを取っているという欧米諸国の見解は誤りであり、中国に立場はモスクワかキーウかを選択することではなく、あくまでも犠牲者を最小限に抑えることである

２．中国は決して当事者とはならず、火に油を注ぐことも、ましてや紛争から利益を得ることもしない

３．ウクライナ問題の政治的解決への提案が中国側からまもなくなされるが、これは安保理常任理事国として国際紛争への解決への道筋を示すという、当然の役割を果たそうとするものである

といった論点が紹介されている。

ウクライナ側が公開せず、中国側が強調した論点として「一つの中国」原則への賛同というものがあった。中国側は紛争勃発時の在ウクライナ中国人の退避にウクライナが協力していることに謝意を示し、また（ソ連時代以来のウクライナの軍事技術を1992年国交樹立以来、中国が輸入してきた事実に見られるような）ウクライナ、中国両国の戦略的パートナーシップを確認している。

政治的解決への提案の予告もなされている。

この記事の中の、先の専門家（Zhang Hong）のコメントを挙げておこう。

"The US doesn't really care about if the crisis will be ended in peace or not. It so badly wants Russia to lose that it doesn't care whether such wish will be at cost of Ukrainian people's lives," said Zhang, comparing the crisis to a wound on the arm, "China's proposed solution is put some Chinese medicine to heal the bleeding wound, whilst the US wants to cut off the whole arm."
